Obamacare: Taxing The American People Into Oblivion Steve Watson and Paul Watson www.Prisonplanet.com http Tuesday, March 23rd, 2010 HR 3590, The Patient Protection and Affordable Care Act, to give it its full title, is rammed full of tax increases which will further economically cripple Americans already laboring under the worst financial crisis since the great depression. The partnering Reconciliation Act, currently in the Senate, also contains a raft of pork barrel and tax hikes, there to fund the trillion dollar cost of nationalizing medicine. As reported by Bloomberg News today, analysis by the nonpartisan congressional Joint Committee on Taxation reveals that the bill will generate $409.2 billion in additional taxes by 2019. In addition, the Congressional Budget Office states that the bill also levies almost $69 billion more in penalties for those who fail to meet mandates to buy insurance. The Journal of Accountancy boils down some of the tax hikes and penalty fees in HR 3590 and the Reconciliation Act the highlights include: Excise Tax on Uninsured Individuals Individuals who fail to maintain minimum essential coverage will be subject to a penalty equal to $750. The fee for an uninsured individual under age 18 is one-half of the adult fee. Excise Tax on High-Cost Employer Plans The federal government would impose a 40% tax on the value of employer-sponsored health coverage exceeding certain thresholds. Microsaving is a growing part of the international movement of microfinance. The aim is to bring financial services to poor people. Modern microfinance started with Nobel Prize-winning economist Muhammad Yunus in Bangladesh. In the nineteen seventies, he started small loan programs that would become the Grameen Bank. Currently, microcredit providers are in over one hundred countries. Now, microfinance institutions are starting to offer other services, including savings plans. Recently, the non-profit group Small Enterprise Education and Promotion held a conference in Washington. SEEP works with over one hundred twenty groups around the world in efforts to cut poverty. It does this by supporting small businesses. The goal is help microfinance industry experts share ideas. One idea is called Financial Access at Birth, or FAB. It is designed to start each person with a financial citizenship at birth through a savings account connected to a bank deposit. Rosita Najmi is FAB’s program director. She says FAB starts with financial inclusion, but creates other possibilities for inclusion across other sectors of health or education. Mobile or wireless technology will be important to many microfinance services. One meeting at the SEEP conference examined a mobile phone application for saving money. What does BRS? What are a credit and savings cooperative and a health mutual? Who are the borrowers from a microfinance institution? And how does the co-op ensure the follow-up of its clients? Through Belgian non-governmental organisation (NGO) Louvain Développement, BRS is supporting the launch of a mutuality in the West-African country of Benin. Thanks to that mutuality, the members only pay a quarter of the price for visits to a doctor and prescription medicines! Since this financial threshold was lowered, the members of the mutual health insurance go more readily to the doctor when they are ill. Local micro-finance institution CMEC (Caisse Mutuelle dEpargne et de Crédit) concluded an agreement with the mutualities: clients are only eligible for a line of credit of 45 euros or more if they place one third of the sum in a savings account, and if they take out the medical insurance. In this way, CMEC encourages everyone to join the mutuality. Such agreements are also very interesting for savings and credit cooperatives. The medical insurance means that borrowers are less likely to encounter unforeseen payment difficulties, as their costs in the event of illness are limited. This results in a much greater likelihood that the credit will be repaid to CMEC.
